European and French fuel supply: the challenges of logistics

The market for petroleum products has been undergoing structural changes affecting the supply chain for several years now. As a matter of fact, the need for petroleum products is declining, mainly due to energy policies, the development of new energy sources (electricity, natural gas, etc.), and a slowdown in industrial activities. In Europe, particularly in France, refining capacity has gradually been reducing (decline in exports, loss of competitiveness, international competition, etc.). This reduction in production capacity means maintaining import and distribution logistics throughout the country. In France, changes to the tax policies on fuels has disrupted the industrial balance, and has thus accelerated mergers and acquisitions in the sector. Players are now facing major challenges as to the necessary exposure for industrial investments within the framework of a regulatory framework that foresees the end of the sale of thermal engines in 2040.

Olivier GÖRLICH, Head of the Business Department - NSPA CEPS: 
Olivier Görlich received an “Engineering, Science, and Aeronautic, Aerospace, and Aviation Technology” degree from the Académie de l'Armée de l'Air de Salon de Provence. He then completed a Masters in “Engines and Petroleum Products” from IFP. Mr. Görlich began his military career as an Officer in the Air Force, and continued in the military fuel services. He will work on managing the development and implementation of the fuel supply chain for Operation SERVAL in Mali. He has worked for the CEPS Network since 2012 as Head of its Business Department and President of its Integrated Commercial Unit. 

Gildas BEAUCHESNE, Director, PISTO: 
Gildas Beauchesne holds a management degree with a specialisation in geopolitical and economic foresight. He spent much of his career working in the oil industry, with ELF and Total. In 2001, he went to work for PISTO as Commercial Director. At the same time, he has served as a Board Member of Dock des Pétroles d’Ambès, SA and Trapil, and sits on the SAGESS Committee for Sustainable Development. Throughout his career, Mr. Beauchesne has gained extensive experience in various fields, such as the trading of refined products in physical and futures markets, marketing and optimization of petroleum storage, and managing logistics for development projects.
